Low community participation in educational decision-making in Mekar Mulya Village, South Lampung, is a social phenomenon that impacts transparency, accountability, and the quality of school governance. Communities tend to be passive in committee meetings due to limited space for dialogue and limited information. School committees function more as administrative complements than strategic partners in educational planning. This study aims to analyze the factors causing low community participation and formulate strategic strategies for improving it through Pareto, GAP, Five Whys, and SWOT analysis. The study used a qualitative descriptive approach, located in Mekar Mulya Village. Data were obtained through observation, interviews, and documentation, then analyzed thematically using Pareto, GAP, Five Whys, and SWOT analysis to identify root causes, gaps in conditions, and improvement strategies. The results indicate that low participation is not solely due to low community awareness, but also influenced by centralized, non-transparent school management patterns and a lack of community empowerment programs. There is a significant gap between the ideal participatory conditions and field practice. However, potential for strengthening is open through the use of school committees, community mutual cooperation, national policy support, and digital communication media.
